Are you having trouble paying your Utility Bills?If you are or know someone who is, here is the new rules & regulations to help you get the help you need.
Pennsylvania has many energy assistance programs. Find out if you qualify. Most of the information in this article came directly from the Public Utility Commission website (PUC). For more information you can contact GECAC at (814) 459-4581 or the Erie County Assistance Office at (814) 461-2282.

One program you may not know about is the Utility allowance. If you live in federally subsidized housing (Public Housing, Section 8 Voucher, Project based Section 8, Low-income Housing Tax Credit, or Rural Development) a utility allowance is an amount you receive to cover reasonable utility bills. Utilities covered are electricity, gas, heating fuel, water sewer, trash collection and renting a range, microwave, or refrigerator. To qualify you must be responsible for your utilities. If you are living in one of the above mentioned federally subsidized programs and having trouble paying your utilities there may be a problem with your utility allowance and you may be getting overcharged for rent. Your rent plus your utilities costs generally should not be more than 30% of your monthly income. If your utility bills regularly cost more than the utility allowance, the allowance may be too low. When the utility allowance is too low, you are getting overcharged for rent. Housing authorities and landlords must review utility allowances at least once a year. If utility rates have gone up by 10% or more since the last adjustment the housing authority or landlord must raise the allowance immediately. Also, your housing allowance must be adjusted if you or a member of your household has special needs due to a disability. And if you have been prescribed medical equipment that uses gas or electricity you should receive an increased utility allowance. Energy Assistance
The Public Utility Commission requires utilities to have programs and protections that help low-income customers to keep their utility service. These programs may help you to pay utility bills or lower the amount of electricity or natural gas you use.

The local electric or natural gas company may call them by different names, but each company has the following programs listed below. Here are some tips to help you stay warm, lower your heating bills, and tell you who to call when you need help.

Budget Billing
All residential customers may contact their electric or natural gas company and request budget billing at any time. Each monthly bill will be the same amount. The company may adjust the bill four times a year, up or down, depending on the customer's usage.

Customer Assistance Program (CAP)
CAPs can lower your monthly utility bill. CAPs may also remove the amount you already owe. The different CAP names are shown beside the company names below. The company works with the customer to determine what the customer can pay verses the cost of energy used.

Customer Assistance Referral and Evaluation Program (CARES)
The CARES program helps customers with special needs. CARES may help you find ways to pay your utility bill. For example, special needs are customers who are experiencing family emergencies, divorce, unemployment, or medical emergencies. The goal is to provide support and direction to help customers pay their utility bills.

Low-Income Usage Reduction Program (LIURP)
LIURP helps low-income residential customers lower the amount of electricity or natural gas used each month. Typically, the company may install energy saving features in your home to help reduce bills. For example, smaller bills means your payment covers a greater portion of the bill, or perhaps covers the whole bill.

Hardship Funds
Utility company hardship funds provide cash assistance to utility customers to help them pay their utility bills. Hardship funds provide assistance grants to customers who "fall through the cracks" of other financial assistance programs, or to those who still have a critical need for assistance after the other resources have been exhausted. The funds make payments directly to companies on behalf of eligible customers.

Assistance Qualifications
Customers must meet certain income limits and be payment-troubled to qualify for CAP, CARES, LIURP and Hardship Funds. Payment-troubled usually means customers have made a payment agreement with the company. The chart below shows the income levels customers must meet for CAP. The income levels are slightly higher for LIURP, CARES and Hardship Funds. Customers who meet these limits, should call their local electric or natural gas company for details to see if you qualify. Each company's toll-free number is listed below.

Low-Income Home Energy Assistance Program (LIHEAP)

LIHEAP is the federal program that provides financial assistance to needy households for home energy bills. In Pennsylvania, the Department of Public Welfare (DPW) administers the LIHEAP program. The LIHEAP program provides both cash and crisis benefits to low-income households. Cash benefits help low-income customers pay for their home energy needs while crisis payments help meet emergency home energy situations.

Your household income must be within certain limits to qualify. These limits are listed on DPW's website at Energy Assistance - General Information.

Program Description
Florida's Low-Income Home Energy Assistance Program provides grants to local governments and non-profit agencies to assist eligible low-income Florida households in meeting the costs of home heating and cooling. The majority of the funds are used for utility payment assistance.

The Low-Income Home Energy Assistance Program can assist customers pay their home energy expenses. The program has three categories of assistance: home energy assistance, crisis assistance, and weather related or supply shortage energy crisis assistance. Each category has unique requirements.

General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Florida, you must need financial assistance for home energy costs and your household's annual income before taxes must not exceed $16,245 if one person lives in the household; $21,855 if two people live in the household; $27,465 if three people live in the household; $33,075 if four people live in the household; $38,685 if five people live in the household; $44,295 if six people live in the household; $49,905 if seven people live in the household; $55,515 if eight people live in the household; and $61,125 if more than eight people live in the household. For larger households, add $5,610 for each additional person in the home.

Help With Protection from having utilities shut off

Am I eligible for protection from being shut off?

If you have a Financial Hardship

You are protected from having your electric or gas service shut off if you have a financial hardship AND

  1. you, or someone in your home, is seriously ill; or
  2. you have an infant in the home under 12 months; or
  3. it is between November 15 and March 15 and you need the service to heat your home; or
  4. all adults in the home are age 65 or older and a minor child resides in the home.

A financial hardship exists when a customer is unable to pay an overdue bill and such customer meets income eligibility requirements for the Low-Income Home Energy Assistance Program (“LIHEAP”) administered by the Department of Housing and Community Development. You may be eligible for assistance if your household income does not exceed 60% of the state median income. More information can be found on the Department of Housing and Community Development website. For the most recent LIHEAP Income Eligibility Chart PDF  information, look in the “60% of Estimated State Median Income ” column. Alternatively, the Department of Public Utilities may determine that a financial hardship exists. 220 C.M.R. § 25.01.

If you have a financial hardship, you should inform your utility company immediately. Your company will send you a certifying form. You will have seven days to return it to the Company with documentation supporting your need for protection.

If you are age 65 or older

Utility companies may not shut off service to households where all residents are 65 years or older without written approval from the Department of Public Utilities. If all residents of your household are over age 65, you should inform your utility company. 220 C.M.R. § 25.05.

Is assistance with my fuel bills available?

Yes, there are a number of programs available.

For the Massachusetts Department of Housing and Community Development Energy Assistance Programs, call 1 (800) 632-8175.

If you are not eligible for fuel assistance, you may be eligible for help from the Salvation Army’s Good Neighbor Energy Fund, which offers one-time grants for eligible consumers. For more information about eligibility criteria and where to apply, please call 1 (800) 334-3047 in area codes 617/508/781/978 or 1 (800) 262-1320 in area code 413. Or, you may visit the website to learn about the program and review the Fund’s income eligibility guidelines.

Am I eligible for a discount rate?

If you either (1) receive any means-tested public-benefit program or (2) are eligible for the Low-Income Home Energy Assistance Program (LIHEAP), you may be eligible for a discount rate from your gas and electric companies. 220 C.M.R. § 11.04 (5); 220 C.M.R. § 14.03 (2A). For more information on LIHEAP or for the most recent LIHEAP Income Eligibility Chart , you may visit their website. Look in the “60% of Estimated State Median Income ” column. You may also contact your gas or electric company to determine if you qualify for the discount rate.

What is budget billing?

Budget billing is an arrangement you make with your utility company for equal monthly payments. 220 CMR 25.01(2), 25.02(6). Your gas or electric usage is estimated for the year, divided by 12 months, and you pay the same amount each month. However, if you are using more or less energy than estimated, your bill may be increased or decreased during the year. At the end of the year, your company will reconcile your bill with the amount actually used. Then you will receive a credit if you overpaid or a bill if you underpaid. By the end of the year, you will have been billed for the actual amount used. Contact your utility company to set up a budget plan.

What is a payment plan?

A payment plan is a payment arrangement for overdue charges. 220 CMR 25.01(2), 25.02(6). A monthly payment is due in addition to your current monthly bill. Contact your utility company to set up a payment plan. If you have a billing dispute with your utility company, you may contact the DPU's Consumer Division.

WEATHERIZATION ASSISTANCE PROGRAM (WAP)

The Low-Income Weatherization Assistance Program (WAP) assists low-income households in reducing heating bills by providing comprehensive home energy conservation services (“weatherization”).

 State Energy Program Funding

The Oklahoma State Energy Office receives congressionally appropriated funding from the U.S. Department of Energy (DOE) to operate the State Energy Program (SEP). Funds are distributed according to a formula that depends on the state's size, population, energy use, etc.

States must submit an annual application the DOE that describes energy conservation, efficiency and renewable energy goals, proposed activities, source of funds, budget, progress and monitoring activities. Each state sets its own priorities according to its individual State Energy Plan, emphasizing development and deployment of technologies appropriate for its region. DOE has written both mandatory and optional activities into the State Energy Program that the states must implement.

The State Energy Office administers loan programs that fund projects to increase energy efficiency in buildings or vehicles. The requirements for these types of projects are detailed in the information and forms below.

USDA - Rural Development Funding

Section 9006 (Renewable Energy Efficiency/Energy Efficiency Program)
U.S. Department of Agriculture (USDA) - Rural Development offers grants or loans to rural entities to purchase renewable energy systems and to make energy efficiency improvements. Several projects in Oklahoma have received funding from this program in the past few years. The Notice of Funding Availability is generally made at the beginning of each year.

The USDA Rural Development office in Oklahoma (405-742-1000) provides excellent guidance to agricultural producers or small businesses in rural areas with populations less than 50,000 interested in applying for funding from this program.

The United States Department of Energy and other federal agencies post over 1,000 grant programs on Grants.Gov. Individuals can sign up to receive notices of grants being announced by specific categories such as Energy. Grants are posted as funds become available.

 


Weatherization

Program Overview/Purpose
The Weatherization Assistance Program, funded by the U.S. Department of Energy (DOE), enables low-income families to reduce their average annual energy bills by improving home energy efficiency. The Oklahoma Department of Commerce plans, implements, manages, and receives and distributes funds for the program. Commerce contracts with local Community Action Agencies (CAAs), which qualify individuals, manage the program at the local level, and provide weatherization services.

Types of Assistance Provided
Weatherization Assistance encompasses a wide variety of cost-effective energy efficiency measures including heating and cooling systems, electrical system, and energy-consuming appliances. Weatherization service providers check major energy systems to ensure occupant safety.

Specific services include the installation of energy-efficient measures such as attic insulation, caulking and weather stripping, air sealing and heating and cooling adjustments. An energy audit is conducted on each home to determine energy conserving measures that will be installed, and an average of $2,500 is spent on materials and labor for each home weatherized.

Weatherization Works; Donate to ECAF Today
To assist more families and provide addional energy conservation improvements, the Oklahoma Department of Commerce established the Energy Conservation Assistance Fund (ECAF).

Besides energy savings for low-income families, the weatherization of 1,400 homes each year across the state creates local jobs and annually funnels millions of dollars into Oklahoma's economy. The purchase of materials used in weatherization support local manufacturers and businesses in every county. For every $1 invested in the program, weatherization returns $1.53 in energy-related benefits.

With your donation to ECAF, you can help ensure this valuable service is available for eligible Oklahomans. Also, you and your company may receive a 50% tax credit against your Oklahoma tax liability.

LIHEAP

Program Overview/Purpose
Provided by the U.S. Department of Human Services and contracted to the Oklahoma Department of Commerce, LIHEAP funding extends the Weatherization Assistance Program to provide more energy-related cost savings for low-income Oklahomans.

Eligibility
Eligible applicants are low-income homeowners in all 77 Oklahoma counties and priority is given to the elderly, handicapped and families with children. Contact your local Community Action Agency  for more information and to apply.

Cutoffs and Pleas for Aid Rise....

Here is a snippet from today's NYT article and a link to Liheap federal assistance program.

" After struggling with soaring heating costs through the winter, millions of Americans are behind on electric and gas bills, and a record number of families could face energy shut-offs over the next two months, according to state energy officials and utilities around the country."

It seems that more people are behind in electric and gas payments this year as a result of the rising cost of energy and slow economy. Some are even facing energy cutoffs. We can see this here on aidpage as more and more members are pleading for help with gas and electricity bills this year.
